Who is allowed to join a meeting: the host who created it, an assigned auditor on that audit, anyone who already attended, or a super-admin (id 1 or 8). A plain account that is none of these will be refused with “not a participant” — that is the security check working. For a quick test, use a different authorised account on each side.
